European Commission appoints new Deputy Directors-General to three of its departments

Today, the European Commission appointed Ms Kerstin Jorna as a Deputy Director-General in its department for Economic and Financial Affairs (DG ECFIN), Mr Simon Mordue to the position of Deputy Director-General in its department for Migration and Home Affairs (DG HOME) and Mr Khalil Rouhana as a Deputy Director-General in its department for Communications Networks, Content and Technology (DG CNECT).

Ms Kerstin Jorna, a German national, will take up her new position on 16 December 2016. Ms Jorna joined the European Commission in 1990 and held her first management job in 1999, as a Deputy Head of Unit. For over 10 years, Ms Jorna has gathered broad policy experience working in Cabinets, first as Member of the Cabinet of Commissioners Barnier (Regional policy and Institutional affairs) and Verheugen (Enlargement), and then as Deputy Head of Cabinet and subsequently Head of Cabinet for Commissioner and then Vice-President Barrot (Transport; Justice and Home Affairs). In the Barroso II Commission, Ms Jorna was Deputy Head of Cabinet and later Head of Cabinet for Commissioner Barnier (Internal market and financial services). Ms Jorna became a Director in 2012 and is currently Director for Single Market Policy, Regulation and Implementation in the Commission's department for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW).

In her new role, Ms Jorna will be in charge of budgetary and macroeconomic surveillance in several Member States, the analysis and monitoring of macroeconomic imbalances and structural reforms as well as the European Fund for Strategic Investments.

Mr Simon Mordue, a British national, will take up his new position on 1 December 2016. Mr Mordue joined the Commission in 1994 and has worked in a variety of policy areas including transport, neighbourhood policy, enterprise and industry. Between 1998 and 2001, Mr Mordue was Head of the Cooperation section in the Delegation of the European Commission in Bucharest, Romania, before moving to the European Commission Delegation to Turkey where he also headed the financial cooperation sector. Between 2004 and 2005 Mr Mordue worked for Commissioner Verheugen (during both of the Commissioner's mandates for Enlargement and then Enterprise and Industry). After having been a Head of Unit in 2005 and 2006 in DG Enlargement, Mr Mordue returned to the Cabinet of Vice-President Verheugen as the Deputy Head of Cabinet. Between February 2010 and August 2014, Mr Mordue was Head of the private office of Commissioner Füle before becoming a Director in the Commission's department for Enlargement and Neighbourhood policy (DG NEAR) responsible for Strategy, Policy and Turkey.

In his new role, Mr Mordue will be in charge of key EU policies in the area of migration and home affairs and, notably, the European Agenda for Migration.

Mr Khalil Rouhana, a French national, joined the Commission in 1992 and since then has worked in the area of innovation, technology and digital policies. Mr Rouhana moved to his first management position in 2002, as Deputy Head of Unit of Strategy for ICT Research and Innovation, before becoming Head of Unit of the same team two years later. In 2011, Mr Rouhana was appointed Director for Digital Content and Cognitive Systems in the Commission's Information Society department, now DG CNECT, before being appointed Director for Components and Systems and then for Digital Industry in DG CNECT.

In his new capacity, Mr Rouhana will be in charge of the overall strategic orientation and management of DG CNECT, with a special focus on research and innovation programmes, digital industry and the digital transformation of the public sector and services. The timing of Mr Rouhana's move is yet to be determined.
