Stemwijze Europees Parlement

Het Europees Parlement¹ stemt over voorstellen van de Europese Commissie² of de lidstaten³. Afhankelijk van het onderwerp neemt het Europees Parlement op een bepaalde wijze besluiten. In de Europese verdragen staat precies beschreven hoe er op welk onderwerp gestemd wordt.

De mogelijke stemwijzen in het Europees Parlement zijn:

• - 

  meerderheid van de uitgebrachte stemmen⁴; dit is de meest gebruikte manier van stemmen
• - 

  meerderheid van de leden⁵; deze stemwijze wordt op diverse onderwerpen toegepast
• - 

  twee derde meerderheid van de uitgebrachte stemmen én een meerderheid van de leden van het Europees Parlement⁶; dit geldt voor een paar politiek zeer beladen onderwerpen
• - 

  één vierde van de leden⁷; dit wordt gebruikt bij het instellen van tijdelijke enquêtecommissies

De wijze waarop er door het Europees Parlement besluiten genomen worden kan alleen door een wijziging in de Europese verdragen⁸ worden aangepast.

Geen stemplicht

Europarlementariërs zijn niet verplicht om een stem uit te brengen, ook niet wanneer ze in de vergaderzaal aanwezig zijn.

  The European Parliament is the EU's law-making body. It is directly elected by EU voters every 5 years.
  What does the Parliament do?
  The Parliament has 3 main roles:

  The European Commission is the executive body of the EU and runs its day-to-day business. It is made up of the College of Commissioners, 27 European Commissioners, one for each member state, who are each responsible for one or several policy areas. In addition, the 'Commission' also refers to the entire administrative body that supports the Commissioners, consisting of the Directorates-General and the Services.

  Momenteel zijn 27 landen lid van de Europese Unie. De meest recente uitbreiding van de Unie vond plaats op 1 juli 2013, met de toetreding van Kroatië. Er wordt verder over uitbreiding gesproken met verschillende landen in Oost-Europa. Het Verenigd Koninkrijk is sinds 31 januari 2020 middernacht geen lid meer van de Europese Unie. Dat was het eerste land dat de EU verliet.

  The European Parliament adopts a proposal when half plus one of all votes cast are in favour. It concerns only the number of votes cast in that particular vote; the number of MEPs that participate in the vote has no bearing on calculating the majority.
   
• 5. 

  The European Parliament adopts a proposal when half plus one of all Members of Parliament vote in favour. Thus, a majority requires at least 353 votes in favour, regardless of the number of votes cast in a vote. This means at least half plus one of all MEP will have to cast their vote in order to achieve the number of votes necessary to pass a proposal.
   
• 6. 

  The European Parliament adopts a proposal when two thirds of the votes cast is in favor and when the number of votes cast amounts to half plus one of the of all Members of Parliament (378 votes cast). Thus, a proposal requires 252 votes to pass.
   
• 7. 

  The European Parliament adopts a proposal when a quarter of all Members of Parliament vote in favor. This amounts to 177 votes in favor. regardless of the total number of votes cast.
   
• 8. 

  The European Treaties might be amended by using one of three different procedures. These procedures are rarely used, but are of great importance for the functioning of the European Union and the way decisions are made within the European Union.
