European Parliament decides by a quarter of its members

The European Parliament adopts a proposal when a quarter of all Members of Parliament vote in favor. This amounts to 177 votes in favor. regardless of the total number of votes cast.

At least one third of all Members of Parliament is required to be present when votes are cast. Members present aere not required to cast their vote.

This method of voting is solely applied when setting up a temporary Committee of Inquiry.

Legal framework

Voting by one quarters of its members in the European Parliament is based on the Treaty on European Union (TEU) and the Treaty on the functioning of the European Union (TFEU).
