Description:
The overall objective of the training activity is to enhance cross-border cooperation and the application of financial investigative techniques in combating environmental crime.
The activity will focus on sharing knowledge on environmental crime features and money laundering typologies while a separate module will concentrate on the added value of EU cooperation instruments (Europol, Eurojust).
The programme will cover illicit waste trade, wildlife trafficking, forest & waste fires, illegal fishing in terms of environmental crime but a strong focus will be paid on money laundering patterns as well such as the offshore challenge, cash collection networks, trade-based money laundering practices, money laundering techniques via virtual currencies or underground banking. Additionally the importance of open sources intelligence and the viable use of EU cooperation tools (Europol, Eurojust) will be also debated during the course. The curriculum intends to link environmental crime and money laundering throughout the whole programme of the online course.
The course will be held entirely in English, therefore it is essential that nominated officials possess appropriate language skills. The entire activity is carried out online hence the physical presence of participants will not be required.
No special experience is required from participants but it is important that they are open-minded, active and will be willing to share their ideas/experience during the learning process.
The course will be delivered over a period of 3 weeks. Participants are expected to study around 1-1.5 hour per working day during this period in order to be able to complete the activity (total training hours 21 hours). While there is no specific time slot when participants shall be available for completing the course tasks, they should follow the course continuously on a daily basis. This is important as the attendants will need to cooperate with other participants virtually and complete small tasks/assignments then share the results of these tasks between each other and debate them collectively.
Technical requirements: PC, headset (or microphone and headphones), broadband connection to the Internet, Office suite installed on PCs.

Altogether around 35 places will be offered to law enforcement experts in this activity.

Law enforcement officers and state officials specialised/interested in the investigation and/or intelligence collection of environmental crime. Customs, police, judicial officers and environmental inspectors are all equally welcome.

Established as an agency of the European Union (EU) in 2005, CEPOL Secretariat is based at Bramshill in the United Kingdom, approximately 70km from central London. CEPOL organises between 60-100 courses, seminars and conferences per year. The implementation of the activities takes place at the National Police Training colleges of the Member States and the activities cover a wide-range of topics. CEPOL has an annual budget of 8.341 million euro (2011).
