Developing IT systems in the area of Freedom, Security and Justice: Council agrees a stronger role for eu-LISA

The EU Agency responsible for the operational management of large-scale IT systems in the implementation of the EU's border management, migration and law enforcement cooperation policies (eu-LISA) is being strengthened.

The Council today adopted a regulation which further develops the mandate of eu-LISA. The regulation gives the agency an important role in implementing new IT architecture in the area of Justice and Home Affairs (JHA).

The regulation entrusts the agency in particular with:

  • developing and operating new systems, such as the recently adopted entry-exit system and European travel information and authorization system (ETIAS)
  • contributing to the development of technical solutions to achieve interoperability, subject to the outcome of ongoing discussions on a legislative instrument on interoperability
  • providing support to member states at their request, for example support in dealing with migratory challenges, and assistance in developing common solutions for implementing EU legal obligations on decentralized systems in the area of JHA
  • a greater role in research, pilot projects and testing activities

Next steps

The Council and the European Parliament now need to sign the adopted regulation. The signed text will then be published in the EU Official Journal and will enter into force 20 days later.

Background

eu-LISA was established in 2011 and currently manages systems including the visa information system (VIS), the Schengen information system (SIS) and EURODAC.

Following an evaluation of the agency, as well as recent developments in the fields of migration and security, the Commission presented on 29 June 2017 a proposal for a new legal mandate for eu-LISA so that it is better equipped to meet current and future challenges in the area of freedom, security and justice.
