European Parliament resolution of 15 June 2017 on the funding of political parties and political foundations at European level (2017/2733(RSP))

The European Parliament,

 

having regard to Regulation (EU, Euratom) No 1141/2014 of the European Parliament and of the Council of 22 October 2014 on the statute and funding of European political parties and European political foundations (1),

 

having regard to Rule 123(2) of its Rules of Procedure,

 

A.

whereas transnational political parties and foundations help to form a wider European political awareness and express the will of the citizens of the Union;

 

B.

whereas the funding of European political parties and foundations should support political activities in line with the principles of the Union and be transparent and not open to abuse;

 

C.

whereas Article 6 of Regulation (EU, Euratom) No 1141/2014 establishes an Authority for European political parties and European political foundations, to be set up by 1 September 2016 with the function of deciding whether the registration and de-registration of European political parties and political foundations are in compliance with the procedures and conditions laid down in the regulation;

Regrets the numerous shortcomings of Regulation (EU, Euratom) No 1141/2014, especially in respect of the level of co-financing (own resources), and of the possibility of multi-party membership of Members of the European Parliament;

 
 

2.

Encourages the Commission to take a closer look at all the shortcomings and to propose a revision of the regulation as soon as possible;

 
 

3.

Instructs its President to forward this resolution to the Council and the Commission.
