Selection procedure: The members of this group are the Member States and non EU countries participating in a macroregional strategy. It is for the authority of each Member State and non EU country to decide who will represent them. The representatives of the Committee of the Regions and European Investment Bank are also included in the group.

Other: The EUSBSR HLG was created in compliance with Council conclusions on the EU Strategy for the Baltic Sea Region adopted on 27 October 2009, asking the Commission: "to set-up a high-level group of officials from EU Member States in order to assist the Commission in the task of facilitating the implementation of the Strategy. The High-level group should be consulted about amendments of the Strategy and the Action Plan." On 13 April 2011, the Council adopted conclusions on the Danube region Strategy whereby it was asking the Commission to set up a similar group wich would also be extended as follows: "Third countries participating in the EU Strategy for the Danube Region should be invited". In its conclusions adopted on the EU Strategy for the Adriatic-Ionian Region on 29 September 2014, the Council invited the Comission "to include the Strategy within the competences and activities of the High-Level Group with representatives of all EU Member States and non-EU countries participating in macroregional strategies". Finally, in its conclusions on the EU Strategy for the Alpine Region on 27 November 2015, the Council invited the Commission "to ensure the exchange of best practices between the Strategy and other existing and future ones, as well as to include the Strategy within the competences and activities of the High-Level Group on macro-regional strategies". Therefore, the role and the composition of the EUSBSR HLG were each time adjusted to meet the needs created by the new macroregional strategies and has gradually become the MRS HLG as it is now.
