Activity report: The group met in October 2010. The purpose of the meeting was to prepare the technical issues for the Standing Committee 89/106/EEC. The agenda is proposed by the EC services and Member States, European Committee for Standardisation (CEN) and European Organisation for Technical Approvals (EOTA) contribute also with technical issues they want to discuss in the Standing Committee.

Activity report: The group met on 12th October 2011 to discuss certain technical issues and to prepare the 72nd meeting of the Standing Committee on Construction (Directive 89/106/EEC). The main items discussed were: • Standard Rules of procedure for the SCC, • co-existence periods for candidate and cited hENs, • corrigendum to the cables mandate , • 2 draft Commission Decisions concerning the reaction to fire classification of accessories for gypsum products and the amendment of Decision 1993/93/EC, • problems in the implementation of harmonised ENs on road safety barriers and the reaction to fire performance of glass products, as well as • other issues of common interest which Member States intend to raise at the SCC meeting. The discussions allowed the EC services to elaborate appropriate proposals for the 72nd meeting of the SCC. The next Preparatory Group will be held in October 2012.

Selection procedure: No selection procedure is applied for the members. The Member States nominate their representative. The stakeholders decide on case by case basis the composition of their delegation participating in the meetings depending on the agenda points announced before the meetings. The stakeholders represent European Associations with various roles in construction i.e. designers, contractors, product manufacturers, SMEs, standardisers. The organizations which participate (as observers) in the Standing Committee on Construction were invited to nominate (if they wished so and according to the meeting agenda) a representative to the Preparatory Group.

Rules of procedure: Expert groups usually operate in an informal setting without any formal rules of procedure. This is the case for this group.
