COUNCIL DECISION (EU) 2024/2898

of 5 November 2024

on the position to be taken on behalf of the European Union within the Joint Committee established by the Agreement between the European Union, of the one part, and New Zealand, of the other part, on the participation of New Zealand in Union programmes, as regards the adoption of the Joint Committee’s Rules of Procedure

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union, and in particular Article 212, in conjunction with Article 218(9) thereof,

Having regard to the proposal from the European Commission,

Whereas:

 

(1)

The Agreement between the European Union, of the one part, and New Zealand, of the other part, on the participation of New Zealand in Union programmes (1) (the ‘Agreement’) was signed by the Union on and provisionally applied since 9 July 2023 in accordance with Council Decision (EU) 2023/1475 (2).

 

(2)

Article 14(1) of the Agreement establishes a committee, composed of representatives of the Parties (the ‘Joint Committee’), to ensure the administration and proper implementation of the Agreement.

 

(3)

Article 14(3) of the Agreement provides that the Joint Committee is to adopt its Rules of Procedure.

 

(4)

At its second meeting to be held in November 2024, the Joint Committee is expected to adopt a decision adopting its Rules of Procedure.

 

(5)

It is therefore appropriate to establish the position to be taken on the Union’s behalf within the Joint Committee with regard to the adoption of its Rules of Procedure.

 

(6)

The position of the Union within the Joint Committee should therefore be based on the attached draft Decision,

HAS ADOPTED THIS DECISION:

Article 1

  • 1. 
    The position to be taken on the Union’s behalf in the second meeting of the Joint Committee established by the Agreement between the European Union, of the one part, and New Zealand, of the other part, on the participation of New Zealand in Union programmes (the ‘Joint Committee’), as regards the adoption of the Joint Committee’s Rules of Procedure, shall be based on the draft Decision of the Joint Committee attached to this Decision.
  • 2. 
    The representatives of the Union in the Joint Committee may agree upon minor technical corrections to the draft Decision of the Joint Committee without a further decision of the Council where those changes prove indispensable to enable the Joint Committee to adopt its Rules of Procedure.

Article 2

This Decision shall enter into force on the day of its adoption.
