Opening - June II plenary session

“Flagrant violations of the rule of law by member states must be penalised”, said President Sassoli i at the opening of the June II plenary session in Brussels.

In line with Parliament’s resolution of 10 June, the President has written to Commission President Ursula von der Leyen i on the basis of Article 265 TFEU, calling on the Commission to ensure the full and immediate application of the Regulation that sets out the rules for the protection of the EU budget from breaches of the rule of law. “Flagrant violations by certain member states need to be sanctioned. If needed, we will take action at the Court of Justice”, said President Sassoli.

Commemorating World Amyotrophic Lateral Sclerosis (ALS) Day, on Monday 21 June, President Sassoli also expressed solidarity to patients and their families. There is a need and duty to invest more in research into the cause, treatment and cure of this serious disease, he added.

Changes to the agenda

Wednesday

The debate on the Commission statement on the Future of EU-Swiss relations, initially scheduled for Thursday morning, will be taken as the second item on Wednesday afternoon, after the Joint debate on the Preparation of the European Council and Relaunch of the Malta Declaration.

The Oral question on the Foreign Interference in democratic processes is postponed to the July part-session.  

The vote on two reports by Mr Rangel on Visa Information System (VIS): visa processing, and Visa Information System (VIS): conditions for accessing other EU information systems for VIS purposes is postponed to the next part-session.

The debate on the Oral questions on the 25th anniversary of the International Conference on Population and Development (ICPD25) (Nairobi Summit) will be taken as the third item in the evening.

The debate on the short presentation on the report by Mr Kolakušić on the Regulatory fitness, subsidiarity and proportionality - report on Better Law Making 2017, 2018 and 2019 will be taken as the fourth item in the evening.

The debate on the report by Mr Matić on Sexual and reproductive health and rights in the EU, in the frame of women’s health will be taken as first item in the evening and the debate on the report by Mr Rangel on the 2019-2020 Reports on Bosnia and Herzegovina will be taken as the last item in the afternoon.

The President received a motion from the ECR Group under Rule 197 of the Rules of Procedure calling for the report by Mr Matić to be declared inadmissible. This motion will be put to the vote at the voting session on Wednesday.

Thursday

The formal sitting with the United Nations Secretary-General António Guterres will be held between 11.30 and 12.00.

As a consequence, the sitting is extended until 14.00 and the morning slot of debates is split into two parts.

The first slot will start at 8.30 and end at 11.30 and will include the debate on the report by Ms Guteland on the European Climate Law.

The second slot will start at 12.00 and end at 14.00 and will include the debates on

the report by Mr Van Overtveldt and Ms Hahn on the Public sector loan facility under the Just Transition Mechanism, and the Council and Commission statements on the Urgent need to complete the procedures for nominations for the full functioning of the European Public Prosecutor's Office.

As a consequence, the vote on provisional agreement on the report by Mr Van Overtveldt and Ms Hahn is moved to the second voting session.

Requests by committees to start negotiations with Council and Commission

Decisions by committees to enter into inter-institutional negotiations (Rule 72) are published on the plenary website.

If no request for a vote in Parliament on the decision to enter into negotiations is made by Thursday 12.00 midnight, the committees may start negotiations.
