New ECA Members Joëlle Elvinger (Luxembourg) and François-Roger Cazala (France) take office

On 1 January, Joëlle Elvinger and François-Roger Cazala took office as the new ECA Members for Luxembourg and France, respectively.

Ms Elvinger was appointed as an ECA Member for the period from 1 January 2020 to 31 December 2025. She replaces outgoing Member Henri Grethen. Ms Elvinger was formerly a Member of the Chamber of Deputies in Luxembourg, where she vice-chaired the Committee on Economic Affairs and was part of the Committee on Finance and the Budget.

Mr Cazala was also appointed for the period 1 January 2020 to 31 December 2025. He replaces Danièle Lamarque, the outgoing Member from France. Mr Cazala has held different positions in France’s Cour des comptes, most recently as Counsellor in the First Chamber and Chair of the Economic Development and Public Financial Sector Section. He recently also vice-chaired the Board of Auditors of the European Stability Mechanism.

The ECA’s College of Members, under President Klaus-Heiner Lehne, will meet shortly to determine Ms Elvinger’s and Mr Cazala’s exact duties. They will then be sworn in before the European Court of Justice. An updated organisation chart, together with the two new Members’ CVs and declarations of interests, will be published on the ECA’s website (eca.europa.eu).

The Members, who were nominated by their respective governments, are appointed by the Council of the EU i after consultation with the European Parliament. Their terms of office are renewable.

The ECA operates as a collegiate body of 28 Members, one from each Member State. They are required by the Treaty to perform their duties entirely independently and in the general interest of the EU.
