Dear President Von der Leyen,

In May 2019, the European Affairs Committee of the Dutch House of Representatives decided, within the context of the annual planning for strengthening its knowledge position, to commission a study by Clingendael Institute (Netherlands Institute of International Relations) to obtain a better picture of the way in which the European Commission performs the tasks and functions conferred on it by the EU Treaties.

The results of the study were submitted to the Committee and published on October 3, 2019. The Dutch-language report, accompanied by an English-language courtesy translation entitled The European Commission in balance? Ambition, organization and power, is attached to this letter.

In its procedural meeting of October 17, 2019, the European Affairs Committee decided to request a reaction to the report from the European Commission once the new Commission has taken office.

I, hereby, convey to you the Committee's request and look forward to receiving your response in due time and within the context of the Political Dialogue with national parliaments.
