This edition of the Infrastructure Forum will present an opportunity for public buyers and policymakers to engage with other public authorities across Europe and to discuss new innovative solutions for infrastructure procurement.

Public procurement can be a key tool in driving the development of innovative solutions in Europe. The European Commission has recently issued guidance on the participation of third country bidders in the EU's procurement market. This guidance provides practical advice on how to use the EU's flexible public procurement framework to set and enforce high social, environmental and other quality standards for all bidders, regardless of their origin. Together with the ex-ante advisory mechanism for large infrastructure projects, the guidance provides assistance to public buyers on how to best structure procurement procedures to deliver successful infrastructure projects.
