European Maritime and Fisheries Fund 2021-2027

The EMFF is key to ensuring proper implementation of the Common Fisheries Policy's objectives. In the past its effectiveness was undermined by complex rules and red tape, but the Council is committed to make it a flexible and workable tool at the service of European fishermen.

The Council agreed its negotiating position ('partial general approach') on the proposal for a regulation on the 2021-2027 EMFF, with the aim to foster a dynamic fishing sector, support the generational renewal of an aging sector, and ensure a fair standard of living for coastal communities.

Fishing opportunities for 2020

The Council was briefed on a Commission communication on the state of play of the Common Fisheries Policy and on the consultation on the fishing opportunities for 2020.

The Commission communication on fishing opportunities kick-starts the annual exercise of fixing total allowable catches (TACs) and national quotas for the following year. TACs for the Baltic Sea will be set in October and for the North Sea in December 2019.

Post 2020 Common Agricultural Policy (CAP) reform package

In public session the Council discussed a presidency progress report on the work carried out in the Council on all the Commission proposals of the CAP reform package, which includes regulations on CAP strategic plans, financing, management and monitoring of the CAP, and the common organisation of agricultural products.

Other topics on the agenda

Ministers were also informed about:

the critical situation of the Eastern Baltic cod stock

joint recommendations under Article 11 of the Common Fisheries Policy

the outcome of a congress on the post 2020 CAP green architecture "Deeping into Eco-Schemes", which took place in Zafra, Spain, from 29 to 31 May 2019

Furthermore the Council adopted conclusions on biosecurity.
