Main results

The Council agreed on its position ('general approach') on a proposal to make the transport sector more efficient by establishing a uniform legal framework for the use and transmission of electronic freight transport information.

I welcome the Council position reached today on digital freight transport information, which will increase the efficiency of all modes of transport. We also took stock of the significant progress which has been achieved on several other proposals within a very tight timeframe. The large number of important agreements reached with the Parliament shows that we have been effective in delivering where it matters most.

The Council took note of progress on a proposal to streamline permit-granting measures in order to facilitate the completion of the trans-European transport network (TEN-T).

The Council assessed progress on a proposal to establish a clear regulatory framework for the hired vehicles market and to reduce restrictions on using hired vehicles in international transport.

Ministers took stock of progress on a proposal to revise EU road charging rules (Eurovignette), which will address issues relating to road infrastructure financing, congestion and greenhouse gas emissions.

The Council assessed progress on a draft regulation revising rail passengers' rights.

'Any other business' included, among many other topics, information from the presidency on the large number of dossiers agreed with the European Parliament under the Romanian presidency on topics such as road infrastructure safety management, European Maritime Single Window environment, training of seafarers, clean and energy-efficient vehicles, aerodynamic cabs, and Connecting Europe Facility. The Romanian presidency also informed ministers on the status of the proposal on seasonal time changes. The incoming Finnish presidency presented its work programme.

In the margins of the Council meeting, an Eastern Partnership Ministerial meeting on transport discussed cooperation on road safety and infrastructure. The meeting also endorsed a joint declaration on regional transport cooperation within the framework of the Eastern Partnership in the context of the 10th anniversary of the Eastern Partnership.
