About this course

This annual conference reviews and comments on a selected number of judicial decisions issued by the Court of Justice of the European Union during the past 12 months. These judicial decisions are significant:

  • - 
    in offering a first-time interpretation on certain EU legal instruments;
  • - 
    For giving new meaning to existing legal rules;
  • - 
    On adapting or re-examining past jurisprudence.

This year, the program features a number of key decisions in the field of the Rule of Law (access to justice and right to an effective judicial remedy), the EU procedural law (first interpretation and application of art.260,3 TFEU), the EU Charter of Fundamental Rights (direct effect of the Charter provisions), EU citizenship and fundamental EU law principles and the law governing the EU institutions.

It also presents an analysis of major recent judgements in a number of selected policy areas such as the internal market and the free movement of persons (equal treatment and financial aid for higher education studies), competition (private enforcement of competition law), consumer protection (information requirements in distance and off-premises contracts), environment and health protection (pollutant emissions from light passenger and commercial vehicles), working relations and social affairs (duration of daily working time), transport (air passenger rights), banking law and European civil service law.

The program is completed with a discussion of Court’s most recent rulings in external relations (compatibility of International business law with EU law; competence for the adoption of decisions in the context of international treaties) and in the various facets of the area of freedom of security and justice (capacity to issue a European Arrest Warrant and the requirement of independence).

European Institute of Public Administration (EIPA)

Het Europees instituut voor bestuurskunde (beter bekend als The European Institute of Public Administration - ofwel EIPA) streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en organiseren van trainingen. Het instituut wil wetenschappelijke kennis en praktische 'know–how' met elkaar verbinden. EIPA bestaat al meer dan 35 jaar.

Het hoofdkantoor van EIPA is gevestigd in Maastricht en heeft dependances in Luxemburg en Barcelona. Gemiddeld nemen 14.000 nationale en Europese ambtenaren per jaar deel aan de trainingen. Daarnaast biedt EIPA ook consultancy, onderzoek en op maat gemaakte programma’s/trainingen aan. Bij EIPA werken circa 120 hoogopgeleide medewerkers.
