EU27 ministers will discuss the state of play of Brexit negotiations.

The Council will start preparations for the December European Council, discuss the next multiannual financial framework, hold its annual rule of law dialogue and return to the Article 7(1) TEU proceedings concerning Poland and Hungary.

Ministers will also hear presentations of the 2019 European Semester roadmap, the 2019 Commission work programme and the Commission's subsidiarity package.

The Council will prepare negotiations with the European Parliament on the EU's general budget for 2019. The negotiations will be held at a conciliation committee meeting the same day.

Agriculture and Fisheries Council, Monday 19 November 2018

The Council is due to agree on the 2019-20 TACs for deep-sea fish stocks and exchange views on: the CAP reform, plant protection, the market situation and the Task Force on Rural Africa.
