Subject: COUNCIL DECISION on the accession of Samoa to the Interim

1.On 23 July 2018, the Commission submitted to the Council a proposal for a Council Decision on the accession of Samoa to the Interim Partnership Agreement between the European
Community, of the one part, and the Pacific States, of the other part and, as an annex, the market access offer presented by Samoa (11392/18 + ADD 1).

2.On 18 September 2018, the ACP Working Party examined the above-mentioned proposal and proposed some changes to the text of the draft Council Decision. It agreed that the amended
proposal would be further processed with a view to requesting the consent of Parliament to the accession of Samoa to the Agreement.

3.The Permanent Representatives Committee is accordingly invited to recommend that the
Council at one of its upcoming meetings:
– decide to request the consent of the European Parliament on the basis of the draft Council Decision on the accession of Samoa to the Interim Partnership Agreement between the European Community, of the one part, and the Pacific States, of the other part, as set out after finalisation by the Legal/Linguistic experts in document 12281/18 + ADD 1.
