ANNEX 1

Directives for negotiations to be conducted by the Commission on behalf of the European Union to accede to the Convention for the Conservation and Management of

High Seas Fisheries Resources in the North Pacific Ocean

A Negotiating Directives

  • 1. 
    The purpose of the negotiations is to enable the European Union to accede to the Convention as a Member.
  • 2. 
    While negotiating with the North Pacific Fisheries Commission (NPFC), the Commission should:

    – seek access for the EU fleet to the area covered by the Convention;

    – pursue the EU’s participation, as a contracting party to the NPFC, in the decision-making process established by the Convention;

    – seek an appropriate share of the fisheries resources managed by the NPFC, taking into account the interests of the EU fleets;

    – promote the Union’s conservation approach across the world's oceans and strengthen its commitment to the long-term conservation and sustainable use of global fisheries resources;

    – comply with the Convention and the Conservation and Management Measures adopted by the NPFC;

    – comply with international law, and in particular with the United Nations Convention on the Law of the Sea, the 1995 Agreement relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks, and the Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas;

    – comply with the objectives and principles which the Union pursues through the common fisheries policy, as laid down in Regulation (EU) 1380/2013.

Directives for negotiations to be conducted by the Commission on behalf of the European Union to participate as a Cooperating Non-Contracting Party (CNCP) in the

North Pacific Fisheries Commission

A Negotiating Directives

  • 1. 
    The purpose of the negotiations is to enable the European Union to participate as a Cooperating Non-Contracting Party (CNCP) in the North Pacific Fisheries Commission.
  • 2. 
    While negotiating with the North Pacific Fisheries Commission (NPFC), the Commission should:

    – seek access for the EU fleet to the area covered by the Convention;

    – pursue the EU’s participation, as a Cooperating Non-Contracting Party in the NPFC;

    – seek an appropriate share of the fisheries resources managed by the NPFC, taking into account the interests of the EU fleets;

    – promote the Union’s conservation approach across the world's oceans and strengthen its commitment to the long-term conservation and sustainable use of global fisheries resources;

    – comply with the Convention and the Conservation and Management Measures adopted by the NPFC;
