Structural Reform Support Programme (SRSP) - Main contents
About the SRSP
The Structural Reform Support Programme (SRSP) is an EU programme that provides tailor-made support to all EU countries for their institutional, administrative and growth-enhancing reforms. The SRSP support covers the entire reform process, from preparation and design to implementation of the reforms. It is demand driven and does not require co-financing from EU countries.
The SRSP is coordinated by the European Commission's Structural Reform Support Service (SRSS).
SRSP support for reform
-
-starts with a request for support from an EU country
-
-is tailor-made to address the country's needs
-
-provides a unique combination of expertise (from the European Commission, EU countries, international organisations and/or the private sector)
-
-strengthens the capacity of an EU country to design and implement reforms
-
-requires no co-financing
Budget
€142.8 million over the period 2017-2020
Types of support
EU countries wishing to request SRSP support can do so to implement:
-
-reforms undertaken at their own initiative
-
-economic adjustment programmes
-
-growth-sustaining reforms in the context of EU economic governance (e.g. Country-Specific Recommendations under the European Semester and implementation of EU law)
How does it work?
An EU country wishing to receive support under the SRSP submits a request to the Commission, via a national Coordinating Authority for the SRSP. This request must be submitted by 31 October of each year.
The Commission analyses requests received and enters into dialogue with the national Coordinating Authorities to assess the country' specific needs and the options to support design and implementation of the reforms.
The Structural Reform Support Service may provide support directly through the Commission's in-house expertise or with other providers of technical support:
-
-experts from national administrations
-
-international organisations
-
-private firms and consultancies
-
-individual experts from the private sector
