Subject: Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL establishing a multi-annual plan for the fisheries

exploiting demersal stocks in the western Mediterranean Sea - Presentation by the Commission - Exchange of views

• 1. 

  On 8 March 2018, the Commission submitted to the European Parliament and the Council a proposal for a multi-annual plan for the fisheries exploiting demersal stocks in the western Mediterranean Sea.

• 2. 

  The aim of this proposal is to implement, in that geographical area, key aspects of the reformed Common Fisheries Policy, namely the achievement of maximum sustainable yield, the establishment of safeguards related to the state of biomass, the implementation of the landing obligation and the use of regionalisation for regional technical measures.

• 3. 

  The Working Party on Internal and External Fisheries took note of a first presentation of the proposal and the related impact assessment on 8 March 2018. A number of delegations

  indicated that they will need more time to look at the proposal in detail.

• 4. 

  While broadly welcoming the proposal, delegations brought forward some initial observations regarding, notably:

• 1. 

  the substantial reduction of the fishing effort for the first year of implementation of the multiannual plan;

• 2. 

  the establishment of safeguards and the possible introduction of complementary management measures based on total allowable catches (TACs);

• 3. 

  the articulation of the multi-annual plan with national plans.

• 5. 

  The Permanent Representatives Committee is therefore invited to prepare the Commission's presentation of this proposal and the exchange of views in the Council.
