The Estonian Police and Border Guard Board will be hosting 66th Frontex Management Board Meeting in Tallinn on 26-27 September 2017.

During the Estonian Presidency of the Council of the European Union, one of the main priorities is to ensure safety and security in Europe. Frontex holds the leading role in the coordination of the protection of the EU’s external borders and in improving cooperation among member states.

The mission of Frontex is to promote, coordinate and develop European border management. Frontex’s management board controls the functions and operations of the European Border and Coast Guard Agency. Among other responsibilities, the board establishes the budget, verifies its execution and ensures that decision-making procedures are in place. Frontex’s management board is composed of representatives of the heads of the border authorities of the 26 EU member states that are signatories of the Schengen acquis, plus two members of the European Commission. Representatives from the United Kingdom and Ireland are also invited to participate in management board meetings. Iceland, Lichtenstein, Norway and Switzerland also participate in the agency’s management board meetings but retain limited voting rights.

European Border and Coast Guard Agency (FRONTEX)

The European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (FRONTEX)

  • coordinates operational cooperation between Member States in the field of management of external borders; assists Member States in the training of national border guards, including the establishment of common training standards;
  • carries out risk analyses; follows up the development of research relevant for the control and surveillance of external borders; assists Member States in circumstances requiring increased technical and operational assistance at external borders;
  • provides Member States with the necessary support in organising joint return operations. FRONTEX was established in 2005.

FRONTEX liaises closely with other Community and EU partners responsible for the security of the external borders, such as EUROPOL, CEPOL, OLAF, the customs cooperation and the cooperation on phyto-sanitary and veterinary controls, in order to promote overall coherency.
