    On 17 March 2016, the Commission submitted to Council a proposal for a Council Decision on the submission, on behalf of the European Union, of a proposal for the listing of an

    additional chemical in Annex A, B and/or C to the Stockholm Convention on Persistent Organic Pollutants. The purpose of the proposal is to allow the review of octamethylcyclotetrasiloxane (D4) by the Persistent Organic Pollutants Review Committee (POP RC) in accordance with Articles 8(3) and (4) of the Stockholm Convention at one of its next meetings.

    The examination of the Commission proposal in the Working Party on the Environment

    (WPE) in March and April 2016 gave evidence that there was no qualified majority supporting the proposal. This was confirmed by the Committee of Permanent Representatives

    on 13 April 2016. 1

    Based on recent results at expert level regarding a possible listing of D4 presented by the

    Commission, the WPE considered, on 4 April 2017, a Presidency compromise proposal as set

    out in Annex to document 7796/17. As a follow-up, delegations were requested to indicate

    their voting intentions by 7 April. It results from this consultation that there is no qualified

    majority in favour of the Presidency compromise proposal, as DELETED.

    On this basis, the Committee of Permanent Representatives is invited to confirm the above indicative vote.
