Mission: The overall mission of the expert group is: - To give advice and provide input to the Commission during the preparation of the delegated acts / legislative acts foreseen in Directive 2012/34/EU on a Single European Railway Market. - To support the Commission in the general implementation and follow-up of Directive 2012/34/EU on a Single European Railway Market and of the related legislative acts, as well as coordination and cooperation with Member States and stakeholders in that regard; - To prepare legislative proposals and policy initiatives.
Task: Assist the Commission in relation to the implementation of existing Union legislation, programmes and policies

Activity report: The expert group will meet approximately two times per year
Selection procedure: The expert group on rail market access is solely composed of Type D members (Member States) and E members (Other public entities) and these appoint their representatives. Its sub-group on timetabling consists of 50 members. The number of members to be selected from the present call shall be up to 15 members. Members shall be rail infrastructure managers and associations to which rail infrastructure managers from at least five different Member States are members, all of them hereinafter referred to as 'organisation(s)' and Member States' authorities. DG Mobility and Transport will take the following criteria into account when assessing applications: - The applying organisations should have proven and relevant competence and experience, including at European and or international level, in areas relevant to time tabling and dispatching of trains including on railway lines, lines connecting facilities and facilities such as stations, rail intermodal terminals and access to such facilities; - competence, experience and hierarchical level of the proposed representatives of the organisations whereby they should demonstrate professional experience of at least 3 in the previous 4 years on those matters; - the proposed representatives should demonstrate good knowledge of the spoken and written English language allowing active participation in the discussions. The selection procedure shall consist of an assessment of the applications performed by DG Mobility and Transport against the selection criteria listed in chapter 4 of this call, followed by the establishment of a list of the most suitable applicants, and concluded by the appointment of the members of the group.
