Hearing Schengen

The Schengen areas has come under stress after the large-scale influx migrants over the last few years. There have been comments to the effect that Schengen was dead or that it should be abolished. In this hearing, the LIBE committee wants to look at what the present state of Schengen is and what evolutions are to be expected in the near future.

In a first session Commissioner Avramopoulos will explain his view on the present state of affairs of the Schengen cooperation. Additionally, two studies will be presented. The first study analyses the reintroduction of border controls by several Member States. The second investigates the cost of non-Schengen for those areas under the competence of the LIBE committee.

In the second session, we look at two evolutions that have a link with each other. One concerns the new Schengen evaluation mechanism, the other is the establishment of the new European border and coast guard agency. The aim is to examine in how much the Schengen evaluation interferes with the vulnerability assessment and risk analysis performed by the border agency.

The third session is devoted to the information systems linked to Schengen. The European Commission communication on “Stronger and Smarter Information Systems for borders and security” resulted in the establishment of a High-Level Expert Group on interoperability between information systems. The Commission further proposed the implementation of an Entry-Exit system (EES) and considered the introduction of a EU Travel Information and Authorisation System (ETIAS), where visa-exempt travellers would register relevant information regarding their intended journey. The legal basis for the second generation Schengen Information System (SIS II) includes a requirement for the European Commission to produce an overall evaluation of Central SIS II three years after the entry into production in 2013. This evaluation is due for the second half of 2016.

The European Commission will present an overview of all these aspects.

The assistant European Data Protection Supervisor will present the data protection view on these evolutions.
