This Conference gathers together Speakers of Parliaments of the EU Member States and the President of the European Parliament. Speakers of Parliaments of candidate countries are also invited to participate, as observers.
It is the body de facto assuming the leading role in inter-parliamentary relations, as defined in Article 9 of the Protocol (No 1) on The Role of National Parliaments in the European Union annexed to the Lisbon Treaty stating: "The European Parliament and national Parliaments shall together determine the organisation and promotion of effective and regular interparliamentary cooperation within the Union".
The Conference meets every spring in the country that hosted the Presidency of the Council of the EU during the second semester of the previous year.
In April 2012, in Warsaw, the Conference of Speakers of EU Parliaments decided by a resolution to establish the Inter-parliamentary Conference for the Common Foreign and Security Policy and the Common Security and Defence Policy. In April 2013, in Nicosia, the Conference adopted a framework for the new Inter-parliamentary Conference according the Article 13 of the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union.
The main purpose of the Conference is to exchange views, information and experiences on topics related to the role of parliaments and the thorough exercise of parliamentary capacity.
The Conference also aims to promote research activities and common approach in the context of forms and instruments of inter-parliamentary cooperation.
One of these instruments is the Inter-parliamentary EU Information Exchange Platform (IPEX). It was founded on the basis of recommendations and agreements reached at the conference in Rome and Hague in 2000 and 2004. Every year this conference lays down basic agenda and objectives of IPEX.
