Scope: Limited

Mission: The group will assist and advise the Member States and the Commission in implementing the provisions of the new public procurement Directives relating to electronic procurement. It will contribute to monitoring the uptake of eProcurement across the EU, sharing best practices and following new developments in the field. It will also help addressing interoperability issues in this area. With a view to further promoting the uptake of end-to-end eProcurement across the EU, including in the post-award phase, EXEP will liaise closely with the European Multi-Stakeholder Forum on eInvoicing (EMSFEI) and with national forums. The group will be responsible for ensuring the coherence between the recommendations arising from the EMSFEI and broader policies on end-to-end eProcurement.

Selection procedure: Representatives of Member States: It is for the State to decide on who will represent them. To strengthen the link between general public procurement policy issues, such as administrative simplification and modernisation, and the actual implementation of electronic procurement, we invite Member States to send two representatives with different professional profiles. The first representative should ideally work directly on the national public procurement regulation. The second can come from either a public or a private body and should have good knowledge of electronic tendering systems. If one representative comes from a governmental body and the other from the private sector both can be reimbursed, otherwise only one can be reimbursed.

Selection procedure: NGOs (eSENS, CEN/BII): This three NGOs were selected to become a member because in the subgroup of interoperability technical know how is needed. While CEN/BII is workshop under the umbrella of the standardisation body CEN, eSENS, a large scale pilot funded by the Commission, is as well dealing with interoperability in the area of eProcurement between MS.

Selection procedure: Associations: EUPLAT and openPEPPOL were selected because they are the only European wide associations dealing with eTendering. BUSINESSEUROPE and European Construction Industry Federation were selected because they are European wide associations representing a very large numbers of business users.

Selection procedure: Interest group: The new Public Procurement Directive 2014/24/EC allows that a Central Purchasing Body (CPB) can buy for other contracting authorities. CPBs are an important stakeholder in public procurement and a key player to the transition to e-procurement. The national CPBs have set up an informal network. It is therefore proposed to appoint a representative of the CPB network to represent the views and interests of CPBs.
