Additional Information

Activity report: Initially the ESSF was operating with the following structure: a Stakeholder Plenary, a Secretariat, and 6 non-permanent technical Expert Sub-Groups (SGs) as deemed necessary to support the Commission to advance the implementation of the Sustainable Waterborne Transport Toolbox (SEC(2011)1052 of 16 September 2011). These are: SG on Implementation of the Sulphur Directive, SG on LNG as a marine fuel, SG on Exhaust Gas Cleaning Systems, SG on Research and Innovation, SG on Competitiveness and EG on Financing. In December 2014 a new SG on Port Reception Facilities (PRF) was established in order to facilitate the work of the Commission to improve the implementation of the operation of the Directive 2000/59/EC on port reception facilities for ship-generated waste and cargo residues, and to discuss and provide feedback to the Commission on PRF related issues. In June 2015 two SGs have been closed - SG on Implementation and SG on Research and Innovation. At the same time, two new sub-groups on MRV shipping (monitoring, reporting, veritication) have been established, in order to elaborate on elements of the additional legal acts (implementing and delegated acts) required by Regulation 2015/757 on monitoring, reporting and verification of carbon dioxide emissions from maritime transport and amending Directive 2009/16/EC. One MRV shipping expert sub-group deals with monitoring of cargo carried and monitoring methods and a second one with verification and accreditation under the MRV Regulation. All expert sub-groups work on the basis of Terms of Reference (ToR) proposed by the Commission and validated by the Plenary. Those are internal rules subject to changes by the ESSF Plenary. Therefore they are not published here. The Commission chairs the ESSF and its SGs. As a rule, the ESSF Plenary is convened two times per year. The expert sub-groups meet at least two times per year. They keep the technical secretariat informed about the progress of their work.The groups shall be disbanded as soon as its mandate is fulfilled, which will be decided by the ESSF Plenary. The Commission Decision C(2013)5984 of 24 September 2013 was amended by the Commission Decision C(2015)9741 adopted on 7 January 2016. It extended the duration of the mandate for the ESSF by the end of June 2018.

Activity report: Following the Commission Decision of 27.07.2018 C(2018) 4908 final, the Commission has renewed the mandate of the group of experts on maritime transport sustainability, the European Sustainable Shipping Forum (ESSF).

Selection procedure: The members of the ESSF plenary representing Member States authorites shall be appointed by the respective Authorities. Organizations representing a common interest (professional associations) shall be appointed on the basis of applications put forward by the Stakeholders concerned. This selection procedure is launched by the Commission through a an open call for application addressed to all relevant stakeholder groups : The participants of the ESSF consist of one representative per Member State (+ one alternate) and one representative of selected organizations (+ one alternate). The representatives of the members of the European Economic Area may attend ESSF meetings as observers. Members shall nominate their representatives, and their alternates, to the ESSF until 31.12.2015. The duration of the Forum has been until 31.06.2018. Commission Decision C(2015)9741 final of 7.01.2016 on the extention of duration of the ESSF Forum. This implies a new call for applications for membership (deadline 2.5.2016) Beschluss der Kommission C(2015)9741 endg. vom 7.01.2016 über die Verlängerung des ESSF Forums.
