Debate: Government communication: a service for democracy?

Since the affaire around the 'Teevendeal' in 2015 and with the upcoming referendum on the EU-association agreement with Ukraine, the topic government communication gained interest. In 2001 the commission Wallage advised the Dutch government to work and communicate more transparantly.

What makes a government campaign a succes? And what is the relationschip between politics, press and the citizen?
