Comments from the Slovenian delegation
Draft Reg modifying R1370/2013
It is important to continue work on this dossier and put all our efforts in reaching agreement in due time. A new school scheme provides a possibility to increase the consumption of milk and milk products as well of fruit and vegetables and thus contribute, together with other measures, to stabilizing the situation on the market in milk and milk products and on the market in fruit and vegetables.
Article 5(0a) second subpara.: Maximum Union aid per portion
Firm opposition to aid amount per portion. MS should have enough flexibility to decide themselves whether to set a system based on aid amount per portion or aid amount per child and per year. In our opinion, aid amount per portion as such currently applicable in the SMS, is not appropriate for fruit and vegetable at all. The new supply system in schools should ensure reducing administrative burdens . Due to administrative burdens the SMS is poorly utilised in Slovenia, while the SFVS is successful. Regarding the latter, an aid amount per pupil per school year is defined in our national regulation.

Article 5(2), second subpara.: Minimum envelope for each Member State
Slovenia advocates higher minimum envelope for each MS for school milk: Bearing in mind the current crisis in the milk sector, it is important to set an appropriate minimum envelope for school milk that is acceptable in particular for those MS in which the current School Milk Scheme is poorly utilised due to administrative complexity. We suggest of setting the envelope for the milk scheme the same as for the fruit and vegetables scheme, namely EUR 290,000.
Article 23(2) : List of eligible products
Slovenia is in favour of a list of eligible products limited to fresh F&V, milk and fermented milk products (especially with no added sugar, fat, additives). The list of eligible products should be in line with the objective of the scheme.
