EU CRISIS MANAGEMENT EXERCISE MULTI LAYER 2012 – ML 12

I. GENERAL

  • 1. 
    Name: MULTI LAYER 2012 (ML 12).
  • 2. 
    Type: Crisis management exercise without recourse to NATO common assets and capabilities.
  • 3. 
    Form: Command Post Exercise (CPX).
  • 4. 
    Dates: The exercise will be conducted within the time-frame from 01 to 26 October 2012.
  • 5. 
    Locations: Brussels, Member States, EU OHQ in Potsdam (DE), EU FHQ in Naples (IT), the EU Satellite Centre (EUSC) at Torrejón (ES) and specified Union delegations.
  • 6. 
    Official Scheduling the Exercise (OSE): High Representative of the Union for Foreign Affairs and Security Policy, Ms. Catherine Ashton.
  • 7. 
    Official Conducting the Exercise (OCE): Managing Director for Crisis Response and

    Operational Coordination, Dr. Agostino Miozzo.

II. AIM

  • 8. 
    To exercise and evaluate the CFSP/CSDP crisis response and management structures and their interaction with the full range of EU crisis response mechanisms, in full respect of the institutional competences and roles and responsibilities of the respective actors, with a view to improving the EU capacity to manage crises in a comprehensive manner, including EU

    decision making and planning processes, as well as operational capabilities. Accordingly, relevant EU crisis response and management capabilities and their co-ordination will be exercised.

  • 9. 
    To critically assess any new crisis response and management procedures, EU structures interaction and coordination.
  • 10. 
    To provide decision-makers and staff of the EU including of Member States with a deepened understanding of EU Crisis Response.

III. SCOPE

  • 11. 
    ML 12 will involve the exercising of different layers of EU crisis response and management, from the political strategic level to the operational level. It will include, in addition to the

    EEAS, the Council, the Commission, the competent EUSR, Union delegations, relevant EU agencies, EU Member States, the designated civilian Head of Mission (HoM) and his/her core staff and the designated military EU OHQ and the military EU FHQ.

V. CONCEPT

  • 16. 
    A specific scenario to support the objectives of ML 12 will be developed.
  • 17. 
    The scenario for ML12 will support the need for the possible deployment of a military CSDP operation and a civilian CSDP mission, as well as relevant other EU activities, while

    recognising the primacy of the UN Security Council for the maintenance of international Peace and Security, as well as the EU autonomy of decision making.

  • 18. 
    STARTEX will be on 1 October 2012.
  • 19. 
    ENDEX will be on 26 October 2012.
  • 20. 
    During the course of the exercise, the PSC will exercise its role to provide the political control and strategic direction of the military CSDP operation and civilian CSDP mission.
  • 21. 
    Appropriate exercise documentation may be developed during a pre-exercise activity.
  • 22. 
    The exercise documentation will be finalized and circulated before the FPM.

VI. PARTICIPATION

  • 23. 
    Participants in ML 12 are the High Representative of the Union for Foreign Affairs and

    Security Policy, the EEAS, the Council General Secretariat, the European Commission (including if and when appropriate relevant EC agencies and the Joint Research Centre), the competent EUSR, Union delegations (as listed below), the EU Satellite Centre, Member States, the designated military EU OHQ in Potsdam (DE) and military EU FHQ in Naples (IT), as well as the designated civilian Head of Mission (HoM) and his/her core staff.

VII. CONSULTATION, OBSERVATION AND INFORMATION

  • 38. 
    Planning, conduct, evaluation and reporting will be in accordance with the reference B, with additional specific modalities set out below. Details on planning arrangements such as

    planning meetings and associated timelines are outlined in the Exercise Planning Guide (EPG).

  • 39. 
    A comprehensive Lessons Process will be applied within the appropriate EU bodies with lessons and observations being processed in accordance with the agreed EU Lessons Learned Concepts and Guidelines. The lessons observations and recommendations will be elaborated and included in the Final Exercise Report (FER). The FER will be noted by the PSC.
  • 40. 
    The planning meetings will take place in the PMG format reinforced, as appropriate, with

    Member States exercise experts.

IX. EXERCISE PUBLIC INFORMATION AND MEDIA POLICY

  • 41. 
    The real world Press and Media Policy will include press information from the EEAS.

    Detailed arrangements, including a comprehensive media line, for the real world press and media policy will be developed by the EEAS Strategic Communication Division.

  • 42. 
    A press release and questions and answers text will be prepared and presented to the PSC by the EEAS Strategic Communication Division at least one month before STARTEX.
  • 43. 
    All information and media-related activities conducted by Member States or by other participating entities must be coordinated with the EEAS Strategic Communication Division.

X. FINANCIAL ISSUES

  • 44. 
    In accordance with reference N, the common costs of the exercise shall be financed through ATHENA following rules and procedures similar to those for military operations to which all participating Member States contribute.
  • 45. 
    Subject to the approval of the Athena Special Committee, the conduct phase, for financial expenditures, will start 20 days prior to STARTEX and end 10 days after ENDEX.
  • 46. 
    With regards to the civilian CSDP mission for the exercise, Member States will provide the Head of Mission and the Members of the core staff on a no-cost secondment basis.
  • 47. 
    With regard to administrative expenditures in support of the exercise, the following costs will have to be taken into account:

    – Exercise-related training activities for players; – Specific information activities; – Temporary staff reinforcement of Union delegations with members of the Crisis Response Experts Team.

XI. RESPONSIBILITIES

  • 48. 
    Overall responsibility: a. The exercise will take place under the direction of the OCE. b. CMPD will lead all preparatory and post-exercise activities and ensure overall coordination.
  • 49. 
    Core Planning Team (CPT): a. A CPT will be established under the responsibility of the OCE for the purpose of supporting the planning, conduct, evaluation and reporting of the exercise.
    • b. 
      An Official with Primary Responsibility (OPR) will be designated to be responsible for coordinating the planning, the conduct and the post-exercise reporting on behalf of the OCE.
    • c. 
      The CPT will be led by the OPR, which will work in close co-operation with all relevant actors. It will comprise members from all respective actors.
  • 50. 
    Directing Staff (DISTAFF) and Response Cells:
    • a. 
      A DISTAFF will be established under the authority of the OCE, to direct, monitor and control the exercise, in order to create the environment that will allow the training

      audience to achieve the exercise aims and objectives. b. The DISTAFF will coordinate its activities with national DISTAFF elements in

      Capitals. c. Response Cells will be set-up within the DISTAFF to contribute to the generation of

      responses and reactions necessary for the execution of the exercise. d. Details of DISTAFF organization, functions and arrangements and Response Cells will

      be presented in the DISTAFF Instructions.

XII. VIP DAY

  • 51. 
    A VIP event will be organised by the DE EU OHQ in Potsdam on 18 October 2012.
  • 52. 
    Other VIP events will be considered.
