EU budget treaty to come into force - Main contents

The EU's fiscal compact treaty enters into force on Tuesday (1 January). The treaty requires member states who signed up to inscribe into national law or into their constitutions a balanced budget rule or risk EU oversight penalties. Both the UK and Czech Republic opted out of the treaty.
