EU claims 'breakthrough' deal on agencies - Main contents

Member states, the European Parliament and the European Commission announced plans on Wednesday to improve the oversight of EU agencies. Among the proposals is to have an "objective" impact assessment before creating a new EU agency. The Danish EU presidency has called it a breakthrough achievement.
