Service for Foreign Policy Instruments (FPI)

This directorate-general is a remnant of the former DG foreign affairs that was absorbed into the European External Actions Service1. This DG is currently responsible for the implementation of several EU-programmes in the field of external policy.
Today the FPI is tasked with:

-Implementing the Common Foreign and Security Policy (CFSP) budget;
-
-Implementing crisis response and prevention measures financed under the Instrument contributing to Stability and Peace (IcSP);
-
-Implementing the Partnership Instrument (PI), designed to promote the Union's strategic interests worldwide
-
-Implementing co-operation with industrialised countries (ICI);
-
-Implementing electoral observation missions under the European Instrument for Democracy and Human Rights;
-
-Preparing and implementing sanction proposals;
-
-Implementing at EU level the Kimberley Process certification scheme; and
-
-Working to prevent the trade in goods that could be used for capital punishment or torture.

- 1.The External Action Service (EEAS) of the European Union is officially an autonomous body within the EU. It is in part the successor to the directorate general for external affairs of the European Commission, elements of Council's secretariat and supplemented by personnel from the member states. Its main task it to support the EU in making and implementing foreign and development policies. At the request of member states the EEAS acts as a diplomatic service.
