Herman Van Rompuy, President of the European Council, will make a two day visit to Slovenia, Croatia, Serbia and Kosovo for a busy programme of meetings, as outlined below:

Background Information

Future enlargements of the European Union will concern the countries of south-eastern Europe. These countries are at various stages on their road towards the EU. Croatia is a candidate country whilst the other countries of the Western Balkans, including Serbia and Kosovo under UN Security Council Resolution 1244/99 are potential candidates. The EU has repeatedly reaffirmed at the highest level its commitment for the European perspective of the Western Balkans, provided they fulfill the accession criteria.

EULEX

The European Union Rule of Law Mission in Kosovo (EULEX) is the largest civilian mission ever launched under the Common Security and Defence Policy (CSDP). The central aim is to assist and support the Kosovo authorities in the rule of law area, specifically in the police, judiciary and customs areas. The mission is not in Kosovo to govern or rule. It is a technical mission which monitors, mentors and advises whilst retaining a number of limited executive powers. EULEX works under the general framework of United Nations Security Resolution 1244 and has a unified chain of command to Brussels

Council of the European Union (Council)

In the Council, government ministers from each EU country meet to discuss, amend and adopt laws, and coordinate policies. The ministers have the authority to commit their governments to the actions agreed on in the meetings.

Together with the European Parliament , the Council is the main decision-making body of the EU.
