The Presidency of the European Union is concerned at the reports of violent suppression of demonstrations and arbitrary detentions in Tehran and other Iranian cities during the recent Ashura commemorations. Of special concern are reports that at least eight persons were killed during the demonstrations. The Presidency condemns the use of violence against demonstrators who are essentially seeking to exercise their freedom of expression and right to peaceful assembly.

The Presidency reiterates the commitment of the European Union to human rights and democratic values. Freedom of expression and right to peaceful assembly are universal human rights that must be respected. Iran has committed itself to respect these rights as a State Party to the International Covenant on Civil and Political Rights. Brutal force against, and the arbitrary detentions of demonstrators constitute gross violations of these basic human rights.
