De Schot Bruce Millan (1927) was zes jaar Europees Commissaris belast met regionaal beleid. Op 32-jarige leeftijd werd Millan lid van het Britse Lagerhuis voor de Labour Partij. Hij was verder drie jaar minister voor Schotland.
