Via roadmaps, the European Commission informs stakeholders and citizens on new initiatives, evaluations, and fitness checks. Regarding roadmaps for new initiatives this means the following questions are elucidated by the Commission:

  • What is the problem that has to be solved?
  • What does the Commission want to achieve?
  • Why is the Commission the designee to take the measure?
  • What is the added value?
  • What are the alternatives?

Regadering evaluations and fitness checks, the Commission eludicates the following:

  • Which issues should be evaluated?
  • Which aspects need to be examined?

If an impact assesement is required, the roadmap will be replaced by an Inception Impact Assesement. In particular, this appears when initiatives have a significant impact on the economy, society or the environment.
