The European Union Institute for Security Studies (EUISS) is the EU’s foreign policy think tank. It was set up in 2002 under the Union's common foreign and security policy (CFSP) to promote a common security culture for the EU, help develop and project the CFSP, and enrich the strategic debate.

The EUISS:

  • is fully autonomous
  • researches security issues of relevance for the EU and provides a forum for debate
  • produces analyses and forecasts for the Political and Security Committee (PSC) and the High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission (HR/VP)
