Dit directoraat-generaal i droeg bij aan effectief en samenhangend buitenlands beleid voor de EU. Het DG was verantwoordelijk voor contacten met externe organisaties en landen buiten de Europese Unie. De taken zijn per 1 december 2010 overgegaan naar de Dienst Instrumenten buitenlands beleid i (FPIS) en de Europese Dienst voor Extern Optreden i (EDEO).
