SUMMARY OF:

Decision 2008/376/EC on the Research Programme of the Research Fund for Coal and Steel and its multiannual technical guidelines

WHAT IS THE AIM OF THIS DECISION?

It sets up the Research Fund for Coal and Steel (RFCS) and sets out technical guidelines for the programme.

KEY POINTS

The RFCS supports projects to enhance the safety, efficiency and competitive edge of the EU’s coal and steel industries. It provides funding for:

  • research projects: experimental or investigative work to acquire knowledge (maximum EU financial contribution: up to 60%);
  • pilot and demonstration projects: to put theoretical or laboratory results into practice (maximum EU financial contribution: up to 50%);
  • accompanying measures: promotion and dissemination of knowledge (up to 100% of EU financial contribution).

Coal and steel research projects aims include improvingprove:

  • the use of coal as a sustainable energy source;
  • EU steelmaking and steel applications for better quality and increased productivity including digital and environmental aspects.

Procedure

Coal and Steel advisory groups (CAG and SAG) advise the European Commission in developing the Research Programme including the setting of annual priorities. Coal and Steel Technical Groups (TGC and TGS) support the Commission in evaluating and monitoring projects. An annual call for proposals is issued, and the Commission monitors and assesses the programme. The RFCS programme is assessed every 7 years.

Horizon 2020

Council Decision (EU) 2017/955 updates this original decision in order to align the RFCS programme with Horizon 2020. This includes revising the rules about the Advisory and Technical groups to ensure transparency and achieve a better balance of expertise and gender, as well as easing the participation of small and medium-sized businesses in the programme.
