This document sets out the financial implementation of the EDFs (Eighth to 11th) for 2019 and the forecasts of implementation for 2020 and 2021.
Member States contribute funds directly to the EIB for the instruments, which it manages under the Ninth, 10th, and 11th EDFs (the Investment Facility and interest rate subsidies).
2. Introduction
The Commission and the EIB have updated their commitment and payment forecasts for 2020 and 2021 for each of the African, Caribbean and Pacific (ACP) countries and the Overseas Countries and Territories (OCTs). The payment forecasts in particular have been compiled with the aim of helping Member States to assess as accurately as possible the amounts they need to earmark in their national budgets while ensuring that sufficient financial resources are available for the EDF to avoid liquidity problems.
In accordance with Article 7(3) of the 11th EDF Internal Agreement and Article 19(4) of the 11th EDF Financial Regulation, the estimates of commitments and payments have been updated following the latest forecasts.
The graph below shows the general evolution in gross commitments and payments since 1999 until 2019 and projections for the period 2020-2021 (Commission and EIB cumulated amounts).

3. Financial actuals 2019 and forecasts for 2020 - 2021 (EUR million)
The following table provides an update of the commitments, the payments and of the contributions, based on the Commission's latest forecasts.

5. Financial implementation for 2019, forecasts for 2020 and 2021.
Updated forecasts are set out in attachments 1 to 3.
After several years of very high commitments, a soft landing of new commitments is taking place for the last 2 years of the 11th EDF, preceding the sunset clause.
In 2019, EDF commitments amounted to EUR 3 986 million, short of EUR 71 million to reach the target of EUR 4 057 million (98.25 % of the annual target).
In 2019, EDF payments amounted to EUR 3 910 million. It represents an execution rate of 88.9% compared with the annual target of EUR 4 400 million.
Attachments 1, 2 and 3 show actuals for 2019 and forecasts of commitments, forecasts of payments and the financial situation compared with previous forecasts for the period 2020-2021, respectively.
Attachments 4 and 5 show contributions for 2020 and for 2021 per instalment and per Member State and for the United Kingdom (UK), respectively.
Attachment 6 shows the yearly contributions for the period 2020-2023 per Member State and for the UK.
Attachment 7 shows the state of reserves of decommitted funds from previous EDFs.
Attachment 8 shows the potential reduction of Member States and UK contributions on 31 December 2019 taking into account the amount in the reserve from decommitted funds of previous EDFs.

In accordance with Article 55 of the 11th EDF Financial Regulation, the following table presents the amount of reserves of decommitted funds from previous EDFs at the end of 2019.

The operational closure of all Eighth EDF projects (contracts and decisions) is completed. Except for a limited number of ongoing recoveries (EUR 1,7 million on date), there should be no additional Eighth EDF funds that would increase the reserve in the future.
