table>(1)The Commission has negotiated on behalf of the European Union an agreement with the People's Republic of China on the short-stay visa waiver for holders of diplomatic passports (the ‘Agreement’).
(2)In accordance with Council Decision (EU) 2016/431 (2), the Agreement has been signed and is applied on a provisional basis as from 3 March 2016.

(3)The Agreement sets up a Joint Committee of experts for the management of the Agreement. The Union is to be represented within that Joint Committee by the Commission, which should be assisted by the representatives of the Member States.

(4)This Decision constitutes a development of the provisions of the Schengen acquis in which the United Kingdom does not take part, in accordance with Council Decision 2000/365/EC (3); the United Kingdom is therefore not taking part in the adoption of this Decision and is not bound by it or subject to its application.

(5)This Decision constitutes a development of the provisions of the Schengen acquis in which Ireland does not take part, in accordance with Council Decision 2002/192/EC (4); Ireland is therefore not taking part in the adoption of this Decision and is not bound by it or subject to its application.
