(1) A number of Member States pursue an active policy of generational replacement in the agricultural sector. This policy has proved its worth particularly in the wine sector, where there is a great need to attract younger growers.

(2) In order to facilitate the application of such a policy in the wine sector, and pending implementation of the system of reserves of planting rights, provision should be made for the possibility of new planting rights awarded to young farmers to be eligible, on a temporary basis, for the restructuring aid scheme introduced by Regulation (EC) No 1493/1999(4). This possibility should also be recognised for the new planting rights awarded within the framework of the former material improvement plans referred to in Council Regulation (EC) No 950/97 of 20 May 1997 on improving the efficiency of agricultural structures(5) to facilitate the transition from earlier arrangements.

(3) Regulation (EC) No 1493/1999 should therefore be amended and to correct certain errors.
