Explanatory Memorandum to COM(2001)716 - Export of certain ECSC and EC steel products from Macedonia to the EC (double-checking system)

The Interim Agreement on trade on trade and trade-related matters between the European Community and the Former Yugoslav Republic of Macedonia, which entered into force on 1 June 2001, includes a Protocol 2 on steel products.

This Protocol introduces a double-checking system, without quantitative limits, which replaces the similar system initially created by the previous cooperation agreement between the Community and the Former Yugoslav Republic of Macedonia. The aim of the system is to increase transparency and avoid possible deflections of trade.

The Commission requests the Council to adopt the attached draft Council regulation which authorises the Community to implement the double-checking system for certain steel products.
