EXPLANATORY MEMORANDUM

In accordance with the Council negotiating directives of 10 November 1997, the Commission has negotiated an Agreement between the European Community and the Kingdom of Cambodia on trade in textile products.

The Commission initialled this Agreement on 3 February 1999.

Pursuant to Council Decision 1999/553/EC of 12 July 1999 this agreement has been applied on a provisional basis as from 1 August 1999 pending its formal conclusion.

The Commission therefore requests the Council to adopt the attached proposal for a Council Decision on the conclusion of the Agreement between the European Community and the Kingdom of Cambodia on trade in textile products.

COUNCIL DECISION

on the conclusion of an agreement between the European Community and the Kingdom of Cambodia on trade in textile products

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty establishing the European Community, and in particular Article 133 in conjunction with Article 300, paragraph 2, first sentence thereof,

Having regard to the proposal from the Commission,

(1) Whereas the Commission has negotiated on behalf of the European Community an Agreement between the European Community and the Kingdom of Cambodia on trade in textile products, initialled on 3 February 1999;

(2) Whereas, pursuant to Council Decision 1999/553/EC of 12 July 1999 , pending the completion of procedures required for its conclusion, this Agreement has been applied on a provisional basis from 1 August 1999;

HAS DECIDED AS FOLLOWS:

Contents

Article 1

The Agreement on trade in textile products with the Kingdom of Cambodia is hereby approved.

Article 2

The President of the Council is hereby authorised to designate the person empowered to sign the Agreement between the European Community and the Kingdom of Cambodia.

The text of the Agreement is attached to this Decision.
